India orders civil defense drills as potential clash with Pakistan looms

Amid growing concerns over a potential military conflict with Pakistan, the Indian government has directed its states and territories to conduct comprehensive civil defense drills across the country this Wednesday.

This move comes in the wake of heightened tensions between the two nuclear-armed neighbors, following a deadly assault on April 22 in the Indian-administered Kashmir region. The attack, which resulted in 26 fatalities, was blamed by India on Pakistan-based militants—an allegation Islamabad has strongly denied.
India has since increased its rhetoric about launching targeted strikes on what it calls terrorist sanctuaries within Pakistan. In response, Pakistan has vowed to retaliate against any such military action.
Reports of cross-border skirmishes and rising military preparedness in New Delhi have added to the speculation that an Indian offensive may be imminent. Prime Minister Narendra Modi has held multiple meetings with top military officials, and government representatives have made public statements signaling possible military action.
In a directive issued Monday, India’s Ministry of Home Affairs instructed authorities in all states and union territories to organize readiness drills, especially in 244 designated "civil defense districts." These districts have been identified based on proximity to national borders, coastal areas, or other strategic vulnerabilities.
According to the ministry’s letter, which was reviewed by The New York Times, the drills are intended to prepare civilians for wartime scenarios. Activities include testing air raid sirens, training residents on blackout procedures, and practicing evacuation protocols.
Similar preparedness exercises have already taken place in border regions, particularly in Kashmir. Footage from the area has shown schoolchildren participating in duck-and-cover exercises and communities cleaning out bunkers intended for use during potential air raids.
These developments mark a significant escalation in India-Pakistan relations, which have long been strained by territorial disputes and historical conflicts. Both sides have fought multiple wars and maintain a volatile ceasefire along the Line of Control in Kashmir.
